If what we now know about the full extent of NIH involvement had come out all at once, public outrage would have ensued that many of the people involved in this series of crimes would now be in prison.
But using the “slow roll” the truth slowly leaked out (and Americans as a whole have a notoriously short attention span), to the point that those involved will probably never have to answer for their crimes.
