Wouter could file for a Judicial Review (JR) of the EMA's decision. There is a strict time limit of three months for lodging an application, from the date of the decision you want to challenge. Before filing for JR, Wouter would need to send the EMA a Pre-Action Protocol letter which gives the EMA 14 days to reply. And, before that, he needs to complain to EMA about their actions.
